You can be sure that if she knew, she would. But she can't apologize for something when she doesn't even really know how deeply Rudy was upset.
Rain is an extremely apologetic person. But she can also be pretty oblivious. And while I'm not try to turn around the blame onto Rudy, he's not exactly sharing a lot of his feelings on the matter. He bottles it all up, and when she says something "wrong", he walks away rather than communicating.
