It’s been addressed many times throughout the story that Rain does not have a phone. Or a “FaceSpace” account. The introvert that she is, it was just never terribly important for someone like her to be able to connect. I used to be like that myself. Still am, really (except that I’ve opened up enough to have a phone and FaceSpace Facebook).
Even if you’re not into something, a small personalizing feature like a case can be a powerful motivator.
I felt the same way when I got a new phone myself, back when I was still presenting as male. I got all excited when I saw they had a purple candy shell case, and thought "I MUST HAVE THIS". I'm sure glad my parents didn't question my choice of color at the time XP

I can relate because I'm not much of a phone person. I never really liked talking to people on a phone. In fact, my parents took the dangerous risk of giving me a cell phone for my thirteenth birthday to try to fix that.
Now my phone is very important and I'll panic whenever something happens to it, but not because I use it to call people. No, I still don't really do that. I'm more worried about all of the stuff I've written on it and figuring ride situations since I depend on my parents to get me to and from campus. XD
It is nice to have your own phone to talk with close friends, I recently got a phone and all I do is text my closest friend (who also happens to be the pillar of my trans support and since our parents where best friends her and I grew up together and are like sisters)
